M&E and Compliance Officer

To manage and coordinate all servicing contracts and Mechanical & Electrical planned preventative maintenance to ensure compliance of all buildings to support the Corporate Landlord Model and ensure they remain safe to occupy and are fit for purpose to comply with statute, condition based maintenance and breakdown maintenance

To engage with internal and external stakeholders ensuring that services are delivered to a high quality, are customer focused, responsive and represent value for money adopting a commercial approach.

To support in the coordination, delivery and marketing of the school 'buy back' service to achieve compliance and generate an income.

To develop service level standards that support in the delivery of key objectives in the Corporate Asset Plan including compliance of the Council's property portfolio.

To support in the management of Health and Safety ensuring that full compliance is met particularly in relation to the CDM Regulations 2015 and the Health and Safety at Work Act 1974 and that all industry statute is adhered to e.g. Building Regulations

Must possess HNC/HND in mechanical and/or electrical related environment or equivalent.

and have post qualification experience in a similar role. Member CIBSE or equivalent or working toward the status.

Must have significant experience of coordinating and managing the delivery of M & E services to achieve statutory compliance.

Must have experience of managing, communicating with and motivating contractors and consultants in order to provide clear steer to deliver efficient services and monitor performance.

Must demonstrate a detailed knowledge of professional and technical standards to achieve best practice and specialist statutory compliance relevant to the role e.g. Building Regulations, HVCA, CORGI, Gas Safety Regulations 1998, ACOP L8, Electricity at Work Regulations,

Demonstrable working knowledge of the CDM Regulations, Health and Safety at Work Act and their application through production of risk assessments and acting in the capacity of Principal Designer and all other relevant H & S statute.

Must have excellent verbal and written communication skills to evidence engagement with the Customer, internal and external Stakeholders, Senior Management, contractors through issue of briefings, reports and performance related matters.

Experience of conducting surveys, producing specifications, technical drawings, condition and dilapidation surveys in relation to M & E projects.

Be computer literate with a working knowledge of Microsoft office and be able to grasp and solve technical / complex problems.
