Senior Technical Officer required to cover East Devon

Job Purpose:
To provide the right repair at the right time, fix and stay fixed.

To be responsible for the staff, contractors and contracts providing the day to day repair service to the Council's housing stock and the asset management of other buildings and provide technical expertise and advice. Oversee matters relating to legal compliance in relation to reactive repairs/voids ensuring the safety of stock and tenants at all times
Core accountabilities:
Responsible for the day to day repair and maintenance of the Council's housing stock, including the management of staff and budgets.

Responsible for ensuring compliance matters relating to reactive repairs/voids across the stock are managed in line with current legislation to ensure the safety of tenants and their properties at all times. Ensure we are leading good practice in relation to our approach to asbestos, gas safety, fire risks and all other areas of statutory compliance and safety across our stock

Ensure that empty properties are brought up to our lettable/void standard in the shortest possible time.

Lead the Maintenance Surveyors and Repairs Advisors to ensure the Property and Asset Team achieve its objectives, targets and performance measures.

Manage day to day repair contracts and contractors undertaking work to council homes and ensure compliance with the day to day repairs contract providing performance monitoring information regularly.

Manage the Repairs Call Centre arrangements with Repairs Advisors receiving service requests from tenants and passing jobs to contractors to undertake work to tenant's homes.

Provide cover for the Senior Technical Officer (Asset Management and Compliance) when necessary

Ensure that repair jobs are properly recorded on the Open Housing system, coded, ordered and invoices processed efficiently.

Ensure staff maintain a repairs history and database at all times, including stock condition survey and warranties for work.

Contribute to annual programmes of work by inputting knowledge of day to day repairs and housing stock that require improvements.

Support the Repairs Service Review Group, attending meetings, prepare agendas, prepare notes of meetings and provide reports where necessary.

Ensure the Council achieves value for money at all times and complies with Council Standing Orders and Financial Regulations.

Liaise with the Senior Technical Officer (Asset Management) to ensure improvements/replacement programmes are up to date and targeting the right properties.

Support and assist the Property and Asset Manager to perform their functions and objectives and ensuring Decent Homes compliance.

Contribute to the Homes and Community Plan, HRA Business Plan and the Housing Service Plan and deliver the agreed priorities and actions.

Work with partners and customers to deliver initiatives which improve the quality and standards of the Council's housing stock.

Provide reports and information for annual returns or benchmarking, as required by the Council.

Contribute by active involvement in the promotion and operation of customer care practices and Tenant Participation initiatives. Support the Tenant Participation officers with advice and assistance on technical matters.

Assist in advancing tenant participation and involvement to ensure that tenants and leaseholders influence the management and maintenance of their homes.

Provide effective leadership and strong performance management of the Repairs Teams using service planning and measurement, the Performance Excellence Framework, regular one to ones and team meetings.

Participate in the out of hours repairs service and be prepared to provide advice and assistance outside normal working hours and at weekends when required.

Advance tenant participation and involvement to ensure that tenants and leaseholders influence the management and maintenance of their homes.

Support the Council's approach to equalities and diversity ensuring that our services and policies identify, address and promote the needs of our diverse community. This includes the need for safety of children and other vulnerable people.

Take personal responsibility for the relevant aspects of the Council's Health and Safety Policy.

Ensure awareness and compliance with the Council's policies, Code of Conduct and Constitution.

Evaluate and assist in managing risk within the service.



Good general education e.g. 5 x GCSE grade C and above - including Maths and English

HNC (Higher National Certificate) or equivalent in a building related subject, or significant experience of managing staff and contractors responsible for the repair and maintenance of a social landlords housing stock.

Qualified Building Surveyor


A working knowledge of current CDM and building regulations

A working knowledge of health and safety, gas safety, fire safety and asbestos regulations

Understanding of good public relations

Knowledge of current issues in housing and local government

An understanding of the planning system

Skills and abilities

Well developed interpersonal and communication and presentation skills

Excellent organisational skills

Ability to manage competing priorities

Competent with IT and ability to use Microsoft office products

Accuracy and attention to detail particularly when working to tight deadlines

Ability to work on own initiative as well as part of a team

Ability to use Computer Aided Design software and equipment
