Senior/Principal Officer Highways Development x2 required

Due to the level of workload within the team and the need to deliver on Local Plan Allocations there is a need to increase the resource levels within the Highway Development Management Team.

What is required are 2 Senior/Principal level candidates who will be confident in working with little guidance on two of the Major SUE residential developments.

Duties :

Responsible for assessing and giving sound timely advice on the transport impact of development proposals contained within local planning frameworks, planning applications and pre-application enquiries, ensuring the strategic highway and transport policy objectives are adhered to.

Identify, negotiate and secure by legal agreement, off-site highway and transport improvements, or financial contributions towards them, necessitated by development proposals.

Lead on the negotiation and facilitation with developers and their consultants of agreements under S.38 and S.278 of the Highways Act 1980 for new residential estate developments and off-site highway and transport improvements, including liaising with the Principal Engineer, Highway Design & Approvals, on the technical approval and implementation process.

Provide sound technical advice to elected members, senior management and to colleagues on legal and technical matters relating to the transport impact of developer proposals, ensuring that all appropriate legal, legislative and policy requirements are met.

Prepare and explain complex technical documents, reports and plans to a wide range of audiences.

Ensure that the team deliver a customer focused approach to service delivery, including through consultation and engagement and by responding to all enquiries and complaints raised.

The candidate/s

The Senior/Principal Officer Highways Development would assist in supporting the Highway Development Manager in providing timely responses to the Local Planning Authority on behalf of Highway Authority as a statutory consultee on planning applications.

Good understanding of Transport Assessments, Travel Plans and relevant Highway Guidance e.g. Manual for Streets, Design Manual for Roads and Bridges.

Working collaboratively with a wider number of statutory bodies is key to the role.

Good level of report writing and the ability to review, proof and fact check reports submitted by others.
