Job description

Are you a Health & Safety / Compliance person with experience of Streetworks or Ground Maintenance? If so the below may be of interest.

Working for East Devon District council you will be responsible for overseeing and assisting with the Health & Safety and Compliance within the Street Scene services department.

The role
Manage the operational support teams in the delivery of our Street Scene services and support the Operations Manager in procuring all necessary resources and to meet operational works schedules.
Work collaboratively with the Street Scene Area Officers to ensure operational and Health & Safety standards are maintained through provision of operational advice, the implementation of safe systems of work, inspection/compliance checking, and overseeing the quality and safety of the day to day delivery of Street Scene operations.

Core accountabilities:
Monitor and enforce operational standards through recorded visual inspections of the work of the operational and Beach Safety teams and works depots ensuring maintenance repairs are attended to and Health and Safety regulations, safe systems of work, and other compliance requirements are met and maintain appropriate records and producing written operational procedures where required in relation to Street Scene operations activities including:

- Grounds maintenance
- Street cleansing
- Parks and gardens
- Public toilets
- Building cleaning
- Street Furniture
- Playgrounds
- Management of Beaches and beach amenities
- Coastal defences
- Emergency response
- Flytipping and enforcement
- Abandoned vehicles
- Special events such as carnivals and music festivals

Support the management of Street Scene Operations team performance through communicating operational expectations and provision of operational advice and enforcing systems, policies, procedures, and productivity/quality standards supporting Street Scene Area Officers in achieving the correct standards.

Effective leadership and strong performance management of direct reports. Be accountable for staff related matters within the team by ensuring that Human Resources policies are implemented appropriately including performance management, learning and development, absence, discipline and grievance issues.

Deputise for the Street Scene Operations Manager as required.

Effective planning and delivery of assigned operations related projects and work streams ensuring new/changed ways of working are effectively communicated and embedded in the service.

Assist the Street Scene Operations Manager in the financial monitoring and performance of Street Scene budgets and resources effectively and in accordance with the Council's Financial Regulations. Ensure that the service operates within agreed financial criteria and achieves best value in procurement and tender exercises. Manage the financial monitoring and performance of budgets and resources effectively and in accordance with the Council's Financial Regulations.

Support the Operations Manager in implementing systems thinking principles and a culture of change management to minimise preventable demand and focus the work on value demand, improving the service from the customer's point of view and making recommendations for improvements.

Undertake regular documented checks of safe systems of work, operational procedures and H&S compliance. Liaise with the corporate safety team where deficiencies are identified or new safe systems of work/risk assessments are required.

Assist the Street Scene Operations Manager to effectively resource the service including forecasting people resources and the identification, purchase and maintenance of the most suitable plant, equipment, PPE, materials and so on control and record its issue and ensure there is a clear record for stock control.

Encourage a learning culture and positively manage the training and development of the Beach Safety and Business Support Teams.

Be part of or lead multi-disciplinary and corporate teams as needed to identify and make improvements to service delivery and performance.

Make sure that the Street Scene Operations Team offers a customer focused service using systems thinking principles.

Support the Council's approach to equalities and diversity ensuring that our services and policies identify, address and promote the needs of our diverse community. This includes the need for safety of children and other vulnerable people.

Take personal responsibility for the relevant aspects of the Council's Health and Safety Policy.

Ensure awareness and compliance with the Council's policies, Code of Conduct and Constitution.

Evaluate and assist in managing risk within the service.

PERSON SPECIFICATION - Desirable

Education/training 
NVQ Level 4 qualification in leadership / management

Relevant vocational qualification at NVQ level 3 or higher or equivalent professional experience

NEBOSH Certificate

Knowledge 
Sound knowledge of the operation of a local authority Street Scene or environmental service or private sector equivalent.

Paying a salary between £27785-£31370 for a 37 hour week
