Job description

Great opportunity to work with this busy and progressive Local authority in Oxfordshire - they are looking for an experienced Transport Planner to work within their growing infrastructure team.

To provide transport planning professional and technical input in relation to supporting strategic sites, district Local Plan reviews, developing transport strategy and schemes, commissioning studies, preparing business cases and securing funding for infrastructure, frontline Member, stakeholder and public engagement, report writing, service improvements, managing project budgets and the work of staff and consultants. In particular, for Banbury, Bicester and Kidlington localities and Cherwell district wider. This post holder is responsible for ensuring that all relevant County policies and procedures are adhered to and concerns are raised in accordance with these policies. Role responsibilities:

Lead the development, commissioning and implementation of transport planning projects and studies, including those conducted by external consultants, taking responsibility for their day-to-day management as required in accordance with Oxfordshire County Council's Project Management guidelines

To provide input into the preparation of strategic plans and local development frameworks and assessment of strategic development sites

To provide high-quality and timely responses on the transport implications of development proposals, local plans and other policies and strategies through all stages of district and county council consultations

To advise on the strategy and infrastructure implications of Transport Assessments presented in support of development proposals and in particular any strategic transport modelling

To prepare business cases and secure funding for infrastructure

To negotiate appropriate financial contributions towards transport services and infrastructure required arising from planning applications in relation to strategic contributions

To prepare evidence to Public Inquiries, Local Plan Hearings and planning appeals as required

To prepare and present reports to Council Committees and other bodies as required

To represent the Growth & Place service at meetings, public exhibitions and other events and provide support where appropriate to senior officers

To prepare high quality briefing notes, reports and presentations of written and graphical information

To lead and oversee the work of staff, providing support through 1 to 1 meetings, and consultants as required

To liaise with delivery teams on the feasibility, detailed design and implementation of agreed small and strategic schemes to ensure they remain in line with agreed objectives

To project manage schemes and budgets where necessary

To work closely with Members, stakeholders and other organisations and develop effective working relationships

To produce public information and promotional material to publicise the work of the transport service oversee

Essential Requirements -

Our clients are generally seeking applicants who are reasonably local, so on that basis we would ideally like you to supply us with your address (or at least your post code) and a telephone number so that we can reach you during working hours.
Your recent UK working experience going back at least 5 years, or full employment history if you have been working for fewer years than this.
Your availability to work either immediately, or at short notice.

Degree or equivalent qualification in relevant subject area, such as planning, geography or other transport related subjects
Chartered status or membership of relevant professional body - desirable

Experience & Knowledge:
Understanding of current transport issues
Good understanding of the development planning process/ transport planning process webtag
Previous experience of working at a similar level in Local Government
Significant experience working within a highway / transport field on transport planning matters
Experience of assessing the transport impact of development - desirable
Experience of negotiating S106 developer obligations and mitigation schemes - desirable
Writing evidence documents, statements and representation at public inquiries and hearings - desirable
Understanding of travel plans - desirable
