My Client, A North London Council is seeking a Energy Conservation Officer for a 3 - 6 month contract.

The manager is looking for temporary cover for an Energy Conservation Officer to work in the council's Energy Services Team. The team leads on high profile projects, drives the council's net zero carbon ambition, and delivers several services to other parts of the council.

To support the work of the Energy Services Team by carrying out energy audits of council and school buildings and systems, producing Display Energy Certificates, assessing energy statements of planning applications, delivering energy-saving projects, providing energy-related advice to other council departments, as well as any other tasks that supports the delivery of the team's objectives

The Energy Conservation Officers have a range of duties, with the main responsibilities including:

Carrying out annual monitoring and targeting visits to council buildings and communal heating systems and producing reports on their energy use, comparing against benchmarks and identifying opportunities to reduce energy consumption and maximise energy efficiency.

Providing written and verbal energy-related advice to premises managers and other council departments.

Carrying out analysis of energy-related data sets using Microsoft Excel, including weather correction

Producing Display Energy Certificates.

Evaluating and prioritising energy efficiency projects in the council's building portfolio and managing and delivering these projects on time and in budget, including procurement of contractors.

Reviewing energy statements of planning applications to ensure planning policies related to energy have been correctly implemented and providing verbal and written feedback to staff in the Planning department and developers on their submissions.

Carrying out ventilation and air infiltration tests, including the use of specialist test equipment and software.

Conducting condensation and heating surveys and produce reports recommending improvement measures.

Developing and/or supporting promotional activities and materials to publicise energy saving schemes in council buildings.

Keeping abreast of and assisting with research into new sustainable energy technical and policy developments.

Using and interrogating Building Management Systems.

Dealing with correspondence with councillors, residents, local businesses, other council officers, suppliers, contractors and other public sector agencies related to energy.

Preparing reports, statistics and other information as required.14.Attending meetings to represent the Energy Services team where required.15.To undertake other duties commensurate to the grade of the post.

Essential Skills and Qualifications:

Engineering, building services or building construction related degree or equivalent qualification.

Experience of energy management in a local authority or comparable public or private organisation

In-date qualification to carry out Display Energy Certificates

Thorough knowledge of energy management and energy reduction policies and techniques for the built environment, relevant to a local authority.

Ability to undertake technical energy inspections, surveys and audits and produce reports on the findings, including setting out any recommendations to improve energy efficiency

Ability to assess large energy data sets and identify opportunities to reduce consumption.

Ability to provide clear, relevant technical advice on improving energy efficiency verbally and in writing to premises managers and both technical and non-technical colleagues

Ability to determine the economic value (costs and savings)of energy projects.

Ability to identify, initiate, procure, manage and deliver energy reduction projects.

Ability to provide clear, relevant advice on achieving energy standards in the planning system both verbally and in writing to planners and developers

A DBS check is required to carry out visits to schools and children's centres.
