Job description

Busy central London local authority are looking for an experienced lifts contracts manager/engineer to join their busy property services division. Centrally located in zone one this borough has a mixed stock of housing and corporate buildings.

Role outline:

To assist the Repairs and Maintenance M&E Manager to co-ordinate an efficient, cost effective and customer focused responsive housing repairs service to approximately 358 Lift Units, and will be responsible for supporting the M&E Manager in statutory and professional accountabilities and service delivery.
To provide a professional lift engineering service, design and maintenance and to integrate the team into an effective accountable organisation, to ensure that projects and maintenance programmes are professionally delivered on time, to budget and agreed quality standards.
To successfully direct and manage the Lift Engineers and service providers contractors to deliver a comprehensive repairs & Maintenance Lift service to agreed standards and targets.
To ensure high levels of productivity, cost effectiveness and quality ensuring maximum performance of all resources in accordance with the standards, policies and working procedures of the Council.
To identify and implement continued improvements and efficiencies across the housing Lift repairs & Maintenance service.

Duties and Responsibilities:

To Liaise with others and represent the service when acting as consultant for other agencies, liaise with contractors, consultants and other authorities to ensure effective co-ordination.

To prepare project and maintenance contract reports for committees, area forums, working parties, client organisations, tenant Associations and external agencies for projects under your control. Provide effective liaison and attend such meetings as required to maintain adequate communication.

To provide positive, effective and professional lift engineering service to ensure that adequate monitoring is provided on all project & maintenance works.

To ensure on-site testing and inspection of works in progress is carried out to ensure that materials and executed works are in accordance with relevant contract documentation, drawings, specifications and maintenance schedules.

To provide on-site inspection of engineering installations and equipment and advise/report on related condition and appropriate remedial works where necessary in the prescribed format.

To assist the M&E Manager in providing technical advice and guidance as appropriate concerning on-site engineering solutions, specifications, maintenance requirements, estimates, selection of materials and equipment, inspection regimes etc.

To continually monitor and review ongoing works by trade staff and contractors to agreed levels and ensure they achieve the level of quality, compliance, productivity and customer satisfaction required to meet the defined standards and targets.

To be responsible for ensuring that customers are provided with accurate and timely information in relation to their Lift repairs to improve customer satisfaction and reduce avoidable contact and complaints received.

To be responsible for investigation of complaints and Member and MP enquiries relating to your area/team as instructed by the M&E Manager. Carrying out home visits to tenants where appropriate or as requested. Promote and carry out follow up with a clear response either verbally or in writing in line with the agreed and defined processes and within corporate timescales ensuring customers are fully aware of all arrangements and are continually updated of all changes. To provide and share clear and concise learning outcomes with colleagues to improve the service delivery across all teams.

To advise and assist on the appraisal of contractors after approval from the Repairs and Maintenance M&E Manager in compliance with the procurement framework procedure on all occasions to achieve maximum value for money and compliance with the council's procurement and financial regulations

Qualifications:

A relevant trade qualification to Chartered Engineer or member of the Chartered Institute of Building Services Engineers or equivalent with a minimum of 1 year's post-qualification experience.

OR

A minimum of 4 years general experience of Building services Engineering including Large Complex Projects, Maintenance and repair Programmes Professional Building Services Engineering Functions

You will need to be experienced and accredited with extensive Lift Engineering background, ideally you will be qualified to HND level or similar technical qualification or be able to show similar working knowledge.

Experience of managing staff in a Lift Engineering/repairs and maintenance environment using effective monitoring techniques to improve productivity levels and providing Engineering advice to staff.

Experience of surveying or inspecting assets for condition or defect and developing or scoping detailed and accurate schedule of work

You should have a knowledge of policies and procedures relating to the repairs and maintenance of housing stock Lifts and right to repair legislation to ensure that services are delivered within set guidelines and legal requirements.
