About the Role
We are partnered with an international project and cost management consultancy that delivers innovative solutions across construction, real estate, and infrastructure. Known for its collaborative approach, transparency, and commitment to performance excellence, the business supports a wide range of high-profile clients across multiple sectors.
They are currently supporting a major utilities client, delivering programmes within a highly regulated infrastructure environment. As such, they are seeking a Quantity Surveyor / Cost Manager with experience in water, or other regulated sectors such as energy, rail, or utilities.
This is a fantastic opportunity for someone looking to further develop their career in a client-facing role, gaining exposure to complex projects while being supported by a highly experienced team.
Key Responsibilities
Support the delivery of infrastructure and utilities projects as part of a wider commercial team
Assist in the preparation of cost estimates, cost plans, and client reports
Contribute to risk management and value engineering processes
Support contract administration including valuations, cost reporting, and forecasting
Assist in the preparation of bills of quantities and schedules of rates
Attend project and client meetings, taking key actions and following up where required
Ensure work outputs are delivered accurately and in a timely manner
Maintain project documentation and ensure compliance with governance processes
Support procurement activities including tender preparation and evaluation
Build strong working relationships with clients and stakeholders
Skills & Experience
Essential:
Experience in a Quantity Surveying or Cost Management role within infrastructure or construction
Exposure to utilities or regulated environments (water preferred, but energy/rail considered)
Understanding of cost management principles and contract administration
Familiarity with standard forms of contract such as NEC or JCT
Strong communication and stakeholder engagement skills
Good organisational skills with the ability to manage multiple tasks
Proactive and willing to learn within a fast-paced project environment
Preferred:
Degree qualified in Quantity Surveying, Cost Management, Construction, Engineering, or similar
Progressing towards MRICS (or equivalent)
3-6 years' experience
Strong IT skills including MS Excel, Word, and PowerPoint

They are currently supporting a major utilities client, delivering programmes within a highly regulated infrastructure environment. As such, they are seeking an experienced Senior Cost Manager /Quantity Surveyor with strong sector knowledge, ideally within water, or other regulated industries such as energy, rail, or utilities.
This is a client-facing role offering the opportunity to lead complex programmes, contribute to business growth, and mentor junior team members.
Key Responsibilities
* Take day-to-day responsibility for delivering large or complex utilities/infrastructure projects with minimal supervision
* Prepare cost estimates, cost plans, and detailed client reports
* Provide risk management and value engineering advice across regulated programmes
* Undertake full contract administration including valuations, forecasts, and cost reporting
* Prepare bills of quantities, schedules of rates, and other pricing documents
* Attend and contribute to client and project meetings
* Ensure all deliverables are completed accurately, on time, and to a high standard
* Ensure compliance with governance, health & safety, and quality assurance processes, particularly within regulated environments
* Support procurement strategies including tender preparation, evaluation, and contractor selection
* Contribute to bids, tenders, and business development initiatives
* Build and maintain strong client and stakeholder relationships
* Monitor project fees and ensure delivery aligns with approved budgets
* Provide leadership, mentoring, and support to junior team members
Skills & Experience
Essential:
* Strong client-facing experience within infrastructure or utilities environments
* Proven ability to deliver projects within highly regulated sectors
* Experience in water or similar regulated industries (e.g. energy, rail, utilities)
* Excellent knowledge of cost management and contract administration
* Strong experience with standard forms of contract (JCT, NEC)
* Ability to manage competing priorities and complex project demands
* Excellent communication and stakeholder management skills
* Strong analytical and problem-solving capability
* Leadership experience with the ability to mentor and develop teams
* High level of integrity, resilience, and adaptability
Preferred:
* Degree qualified in Quantity Surveying, Cost Management, Construction, Engineering, or similar
* MRICS (or equivalent) or working towards
* 7+ years' experience
* Strong IT skills including MS Office suite
* Experience managing multiple or complex programmes
