Senior Technical Project Manager
Strategy in Life SciencesLocation : Surrey (hybrid)6 month FTC / Salary up to £70k, based on experience.


We are collaborating with a Consultancy who are currently seeking an experienced consultant with in-depth understanding of public sector estates planning and preferably in the health or life sciences arena. The Senior Technical Project Manager is a new role within the Strategy in Life Sciences Service Line (SLS), reporting to the Strategy in Life Sciences Director and will be part of a small team. This role would be suited to a candidate who has a demonstrable background in Architecture, Estates development, Project Management or Masterplanning.

This full-time role will be working in a government department's Science Estate Planning Function to support strategic development and management of the client's estate. The role requires a minimum of three days per week at a major government life sciences site based in Surrey, with occasional travel to other UK sites.

Main Responsibilities of the Role ...

Manage the successful delivery of estate planning and management projects, and estate strategic advisory commissions, of varying size and complexity, within health and life science environmentsAct as the key point of contact for clients and teams related to these commissionsWork to structured and recognised project management processes and proceduresAssist in the development and management of a high performing specialist team of consultantsManage processes associated with Estate Development Control PlansComply with commission execution plans, ensuring they are updated as appropriate, throughout the commissionProactively monitor progress to ensure that all commissions are managed in line with Company values, standing financial instructions, good practice, and in compliance with appropriate legislation, statutory approvals and mandatory standardsSupport SLS business development


Ideal, but not limited too, Experience and Qualifications ...

Bachelor's degree or equivalent in architecture, project management or any related fieldMembership of a chartered institute in the construction industry (e.g. RIBA/ARB, RICS, CIAT, CIBSE, CIOB, APM PMQ or MICE)Achieved or working towards a recognised Project Management qualification, e.g. PRINCE2 or APM PQDemonstrable experience in the construction industry and/or public sector, health or life science-related experience is an advantageExperience with Public Sector Estates teams is desirableStakeholder engagement and management skills, with political astuteness; Excellent interpersonal and communication skillsAbility to improve and develop processes, ensuring compliance and efficiency, to manage assurance and validation processesExcellent communications and facilitation skills, formal report writing, advising on complex issues and / or recommendationsExperience in presenting at programme and project board meetingsDemonstrable experience in acting as the Lead Project Manager i.e. being the accountable person for delivery of that commissionExperience in delivering in accordance with industry delivery best practice, such as the NHS Capital Investment Manual, RIBA Plan of Work, OGC GatewaysGood working knowledge of the public sector, including technical knowledge and understanding the requirements of healthcare, life sciences or higher educationA demonstrable understanding of data-driven analysis to inform strategic decisionsProficiency in delivering high-quality presentations and reports

The Role …

This is a six-month Fixed Term role to directly support one of the consultancies client. You will work in a government department's Science Estate Planning function to support strategic development and management of the client's estate. The role will involve creating and managing detailed site-wide drawings, based on survey data, pertaining to live operations on the Surrey site.

The Architectural Technician / Technologist will work in close collaboration with the Estate Site Manager and their team at the site by creating and maintaining technical drawings using AutoCAD + REVIT software, ensuring accurate representation of data. The role will act as a central point for drawing, organising and integrating delivery partner's inputs into cohesive plans, and addressing any discrepancies with the Estate Site Manager.

They operate on a hybrid working model, with 3 days per week on site, Monday and Fridays working from home (flexibility can be discussed based on an individual's situation / personal commitments).

Main Responsibilities …

To manage and organise construction-related data and drawings by:

Utilising existing 2D survey data plans, information and incorporate additional survey data (e.g. feeder pillar locations)Collaborate closely with the Estate Digitisation team to ensure the seamless integration and accuracy of all survey dataCollaborate closely with the Estate Site Manager to ensure the seamless integration and accuracy of all necessary site informationDrawing and incorporating other site-wide information regarding temporary structures and hoarding linesWork within a common data environment (CDE) area for the hosting of the data/drawingsAdhere to an agreed Document Control and Management process

To produce drawings and schematics using 2D CAD software, with the capability to incorporate exported data from Revit models if neededCollaborate with the Estate Site Manager to obtain necessary technical data and requirementsConvert technical information into clear, detailed, and accurate CAD drawings under the instruction of the Estate Site ManagerUpdate and modify CAD drawings as required to reflect changes/updates as required under instruction of the Estate Site ManagerMaintain an organised repository of all CAD files and related project documentation

Role Requirements … Demonstrable industry experience post qualification - with a relevant industry recognised qualification eg. CIAT, RIBA, ARB.Proficiency in Revit and AutoCAD software, as well as Microsoft Office packages - this is essential due to the nature of the roleExperience working in or awareness of BIM, and experience using CDE platforms is desirableStrong understanding of digitisation technologies and data managementPrevious experience in estate management and construction logistics or a related field is advantageous but not essential or project experience related to laboratories, life science or healthcare facilities is a bonusAbility to work independently and collaborativelyStrong attention to detail and accuracy in creating technical drawingsAbility to prioritise tasks and manage time effectively to meet project deadlines
