Salary & Package: Up to £120,000 total package (depending on experience)

Our client is a well-established international project delivery organisation specialising in the design, construction, and delivery of complex built environment projects for a global client base. With a strong reputation for quality, innovation, and customer service, the business operates across multiple sectors and continues to expand its international footprint.

The International Division has experienced significant growth in recent years and is responsible for delivering projects across Europe and the Middle East. The team works closely with multinational clients, managing projects from early feasibility and pre-construction through to completion and handover. With an expanding pipeline of work in key European markets and Dubai, this division offers excellent opportunities for ambitious commercial professionals looking to develop their international project experience.

The Role

As Senior Quantity Surveyor (Commercial Lead), you will play a key role in the commercial success of projects across the division. The position is predominantly focused on post-contract commercial management, ensuring robust cost control, contract administration, risk management, and project profitability. You will also support pre-construction activities including commercial reviews, cost planning, procurement strategy, and tender support.

Working alongside project managers, operational teams, subcontractors, and clients, you will act as the commercial focal point for projects from contract award through to final account.

Key Responsibilities

Lead the commercial management of multiple projects across Europe and the Middle East.Manage valuations, applications for payment, variations, claims, and final accounts.Monitor project costs, cash flow, forecasting, and overall commercial performance.Identify and mitigate commercial risks while maximising opportunities.Administer contracts and provide commercial guidance to project teams.Manage subcontract procurement, account administration, and negotiations.Produce monthly cost reports and performance updates.Support tender submissions, commercial reviews, and pre-construction activities.Build strong relationships with clients, consultants, and supply chain partners.

About You

Degree qualified in Quantity Surveying, Commercial Management, or a related discipline.Proven experience operating at Senior Quantity Surveyor or Commercial Lead level.Strong post-contract commercial management experience.Demonstrable experience managing variations, claims, cost reporting, and final accounts.Good knowledge of JCT, NEC and/or FIDIC contracts.Excellent commercial acumen, negotiation, and stakeholder management skills.Comfortable working across multiple projects and international jurisdictions.Willingness to travel internationally as required.

The Role

Reporting to the Water Cost & Commercial Lead, you will provide commercial and contract management expertise on major infrastructure projects, predominantly across the Midlands region. You will play a key role in both pre and post-contract activities, ensuring effective commercial control and successful project delivery.

The successful candidate will bring strong NEC contract knowledge, major project experience and the ability to build effective relationships with clients, project teams and supply chain partners.

Key Responsibilities

Contract & Commercial ManagementAdministration of NEC3 and NEC4 ECC contracts, particularly Options A, C and E Budget management and cost controlPayment assessment and support with payment certificationDefined Cost assessment and cost forecastingManagement of commercial records and contractual documentationBuilding collaborative relationships with clients, contractors and stakeholders


Pre-Contract Services

Feasibility studies and cost planningPreparation of tender documentationTender evaluation and procurement supportRisk identification and management

Post-Contract Services:

Contract administration and compliance managementCost reporting and valuationAssessment and negotiation of compensation events and variationsClaims management and dispute resolutionAgreement of final accounts and project close-out

About You

We are keen to hear from candidates who possess:

Degree qualification in Quantity Surveying or a related disciplineChartered status with RICS, or significant progress towards chartershipStrong post-graduate experience within the Water, Environmental, Rail and/or Nuclear sectorsDemonstrable NEC3/NEC4 contract administration experience, particularly Options A, C and EExperience of Early Contractor Involvement (ECI) and/or Early Subcontractor Involvement (ESI)Strong commercial, contractual and cost management skillsRisk management experienceKnowledge of CDM RegulationsPrevious line management or mentoring experienceCSCS card (Water Hygiene Card desirable)Experience working client-side with contractors and joint venturesAbility to attend site and project offices a minimum of three days per weekRight to work in the UK

They are currently supporting a major utilities client, delivering programmes within a highly regulated infrastructure environment. As such, they are seeking an experienced Senior Cost Manager /Quantity Surveyor with strong sector knowledge, ideally within water, or other regulated industries such as energy, rail, or utilities.


This is a client-facing role offering the opportunity to lead complex programmes, contribute to business growth, and mentor junior team members.

Key Responsibilities
* Take day-to-day responsibility for delivering large or complex utilities/infrastructure projects with minimal supervision
* Prepare cost estimates, cost plans, and detailed client reports
* Provide risk management and value engineering advice across regulated programmes
* Undertake full contract administration including valuations, forecasts, and cost reporting
* Prepare bills of quantities, schedules of rates, and other pricing documents
* Attend and contribute to client and project meetings
* Ensure all deliverables are completed accurately, on time, and to a high standard
* Ensure compliance with governance, health & safety, and quality assurance processes, particularly within regulated environments
* Support procurement strategies including tender preparation, evaluation, and contractor selection

Skills & Experience
Essential:
* Strong client-facing experience within infrastructure or utilities environments

* Experience in water or similar regulated industries (e.g. energy, rail, utilities)
* Excellent knowledge of cost management and contract administration
* Strong experience with standard forms of contract (JCT, NEC)

Preferred:
